Update

A Windows Server image can answer CoCreateInstance(CLSID_FileOpenDialog) with CLASS_E_CLASSNOTAVAILABLE, so the win32 COM smoke has no dialog to open and the POSIX rejection expectation is the only proof that image can produce. Gate the pair on a PowerShell activation probe taken outside the code under test, so a GUID or vtable regression in src still fails the smoke instead of skipping it.
